NYCSCA Legal Department & Real Estate – Manager of Operations
Identified and acquired private and public properties for new construction throughout the five (5) boroughs. Ms. Ramirez negotiated the purchase and acquisition of private properties, and coordinated the transfer of public sites to the jurisdiction of the SCA. She obtained approvals from the SCA Board of Trustees to initiate eminent domain proceedings when fair negotiations with private owners failed. Part of this effort involved relocating residents and merchants who occupied the properties to other suitable locations.
She coordinated all related environmental and feasibility studies to ensure the sites were safe for construction. Ms. Ramirez conducted public environmental and site selection reviews required under city and state laws. This involved the preparation of zoning analysis, site investigation and testing, and producing environmental impact statements under CEQR and SEQRA rules. She scheduled and conducted public hearings on proposed projects in order to obtain comments from members of the affected communities, including merchants, residents, parents, elected officials and civil groups. In addition, Ms. Ramirez prepared final reports that included all environmental and related studies on proposed projects for submission to and approval by the Mayor and the City Council prior to the start of construction.
NYCSCA Community & Government Relations – Community Relations Manager
Monitored approximately 30-40 modernization and new construction projects in the borough of the Bronx. The projects ranged from interior renovations to exterior modernization, as well as new educational facilities. Ms. Ramirez represented the Authority at meetings with elected officials, union leaders, parents and community residents to discuss the status of construction projects and their role as stakeholders. She conducted budget and project schedule briefings on a regular basis to assure local leaders there would be no delays that could adversely affect the delivery of educational services. She chaired special committees in order to inform school officials, elected officials, parents, local merchants and other interested parties about the progress of various SCA projects. In addition, Ms. Ramirez prepared reports for the SCA President and CEO on the construction status of Resolution A projects in preparation for his testimonies before the Education Committee of the City Council. Furthermore, she garnered support from members of the community planning boards, school boards and local residents for the construction of new challenging projects. These projects were necessary in order to address overcrowding conditions in specific school districts. She worked on special projects and events at the request of the President and CEO, including drafting feasibility studies.
Office of the Bronx Borough President – Director of Housing Services
Served as housing liaison to community planning boards, community based organizations, NYC Department of Housing Preservation and Development, NYC Housing Authority, U.S. Department of Housing and Urban Development, NYC Housing Partnership, State Division of Housing and Urban Renewal, State of New York Mortgage Agency and NYC Department of Environmental Protection. Ms. Ramirez developed agendas for monthly Borough Services Cabinet and Borough Board meetings where agency commissioners reported on the status of housing and other municipal services throughout the borough. She prepared testimonies in response to proposed rules and regulations issued by city, state and federal agencies on various housing programs. Ms. Ramirez assisted in the preparation of speeches delivered by the Borough President at the State of the Borough Address and other events. She coordinated numerous tenant-landlord workshops where residents and owners of multiple dwellings received information about their rights and responsibilities under city, state and federal housing laws. Furthermore, she facilitated numerous forums where financial institutions, government and non-profit agencies offered middle-income families information on homeownership opportunities.
Office of the Bronx Borough President – Budget Analyst
Reviewed applications for funding from approximately forty (40) non-profit community consulting groups who provide free cultural and social services to local residents. Ms. Ramirez monitored expenses and payment requisitions of various groups that participated in the cultural program. She assisted community planning boards during budget consultations with various municipal agencies concerning the delivery of services, and prepared financial reports for the Borough President and the City Council delegation during budget hearings.
SEBCO Management, Inc. – Assistant Managing Director
Managed the operation of over twenty (20) low- and middle-income residential properties in the south Bronx. Ms. Ramirez interviewed prospective tenants and assessed their qualifications under federal guidelines. She conducted yearly inspections of apartment units as part of a five (5) year capital improvement program; prepared rent collection reports; and initiated eviction proceedings in housing court against tenants whose rents were in arrears for over three (3) months. Furthermore, she monitored deadlines and staff assignments to ensure the office operated efficiently.
