CARA Construction Management, Inc. is a certified WBE construction management firm based on sound principles established by its owner and founder, Celeste A. Ramirez. Ms. Ramirez has received several awards for her distinguished service in the public sector, and for her participation in the successful completion of major projects. Her experience in construction management and community revitalization encompasses sound methods and techniques that have proven successful in private and public sectors.

Furthermore, Ms. Ramirez has worked closely with architects, general contractors, subcontractors and project managers to complete the design and construction of new facilities. As the principal of Cara Construction Management, Inc., Ms. Ramirez and her team of professionals offer clients a wide range of services during the various phases of the project: scope, design, construction and closeout. | back to top

Expediting Services

Cara CM works closely with the appropriate agencies to ensure that for every project, the appropriate permits and paperwork are in place prior to the start of the work. | back to top

Document Control

Using the latest information technology software, Cara CM will implement a centralized document coordination, approval, control, and distribution process for all policies, procedures, and contract documentation. | back to top

Project Closeout

To avoid delays in obtaining Building Department approvals, Cara CM works closely with the contractors to obtain sign-offs by the agency as early as possible. The key to obtaining substantial completion and final completion is to ensure that every phase of the construction begins and ends as scheduled. Cara CM is proud of its ability to prevent and remove obstacles that may compromise the project schedule and result in litigation. | back to top

Change Orders

Cara CM will negotiate Change Orders on behalf of the owner. The firm’s commitment to the delivery of projects on time and on budget will prevent unnecessary delays that could lead to lengthy and costly litigation. | back to top

Project Research and Studies

Cara CM will conduct the necessary research to ensure that information pertinent to the project is available, current and accurate. Cara CM will provide independent studies and collect data for various components of the project such as technical specifications, easements, covenants, municipal/community restrictions and real estate acquisitions. In addition, Cara CM will develop and manage real estate programs that would facilitate the timely acquisition of properties. | back to top

Proposal and Contract Development

Cara CM will assist in reviewing requests for proposals (RFP’s) to determine the most efficient and profitable proposal options (i.e. prime or sub contracting opportunities). | back to top

Contract Administration & Management

Cara CM will prepare scope of work documents as needed. We will propose procedures to pre-qualify consultants and recommend processes for the approval and selection of contractors and sub-contractors. Furthermore, Cara CM will assist in contract negotiations between the owner and contractors. | back to top

Procurement Services

Acting as our client’s purchasing agent, Cara CM will be responsible for the overall purchasing of various commodities, including industrial equipment, general supplies and other services such as information technology (IT) and facility maintenance. We will provide technical assistance in the review and analysis of specifications for competitive bidding. | back to top

Development of Project Literature (graphics, etc.)

Using state-of-the-art information software, Cara CM will prepare slides, charts, graphs, and graphic designs to produce brochures, reports, and presentations, including executive summaries, schedules and illustrations. | back to top

Seminars & Training Development

Cara CM will organize and administer training sessions and seminars to disseminate pertinent project information and keep stakeholders informed. | back to top

Project Oversight/Management Consulting

To avoid failures and loss of resources, Cara CM will identify risks and deficiencies with new and/or existing projects. In consultation with the owner(s), contractors and other stakeholders, Cara CM will develop Action Plans to address and correct those deficiencies. | back to top
